Політична суб’єктність прикордонних територій в умовах трансформації світопорядку: компаративна аналітика

Анотація

Автор розглядає прикордонні території як спірні (суперечливі) простори на перетині гегемоній, юрисдикцій та ідентичностей, де трансформації сучасного світопорядку проявляються найвиразніше. Вони можуть бути зоною конфліктів чи простором міжкультурного діалогу. Причини цього лежать у площині їхньої суб’єктності як категорії прикладного політичного аналізу та компаративної аналітики зокрема. У попередніх дослідженнях автор (у співпраці з колегами) виокремлював три типи прикордонних територій та пропонував сценарії, за яких пограниччя різних типів можуть набути суб’єктності. У цій роботі застосовано компаративний аналіз за шістьма індикаторами: географічне та геополітичне положення; історія заселення; «сусідство»; статус і режим держави-носія; ресурси та капітали (економічний, людський, символічний, соціальний); формат політики «центр — периферія». Об’єктами аналізу є ті прикордонні території, які вже здобули суверенітет або проголосили курс на його отримання та значно посилили власну політичну суб’єктність (Косово, Південний Судан, Гренландія). Це дало змогу перевірити запропоновану раніше типологію прикордонних територій, визначити межі її застосування, а також уточнити сценарії набуття політичної суб’єктності прикордонними територіями різних типів і дослідити траєкторії розвитку таких регіонів після відокремлення від держави, до якої вони належали, або на задекларованому шляху до такого відокремлення.
Отримані результати показують, що динаміка суб’єктності визначається конфігурацією змінних. Географія і «сусідство» формують довготермінові можливості та обмеження; режим держави-носія задає логіку взаємодії (діалог / конфронтація); ресурсна й інституційна база визначає стійкість після зміни статусу. Косово конвертувало стійку громадянську ідентичність та зовнішню підтримку в проголошення державності, однак залишилось у полі «спірної» суб’єктності та зовнішньої залежності. Південний Судан засвідчує, що фронтир може набути суверенітету, але переважно у разі кризи центру та довгострокового зовнішнього втручання, проте зберігає високу крихкість інститутів і економіки. Гренландія демонструє альтернативну траєкторію — поступове розширення повноважень, цілеспрямовану інституційну диверсифікацію, покликані мінімізувати шоки потенційного переходу до повної державності.
Теоретично робота підтверджує валідність трирівневої типології (самодостатні простори; моноетнічні / монорелігійні прикордоння; географічні фронтири) за умови гнучкого застосування та врахування неоднакової «ваги» індикаторів у різних кейсах. Практично результати окреслюють параметри політик, що знижують конфліктогенність прикордонних територій: інституційний діалог, передбачуване передання повноважень і попередня економічна підготовка до зміни статусу.
