Cтратегічні мотиви донорів міжнародної допомоги і HDP Nexus для України: теорії міжнародних відносин поза суто гуманітарним ракурсом

Анотація

На прикладі України уточнено концептуальний підхід до стратегічного планування міжнародної допомоги поза межами гуманітарного реагування. Показано, що жодна з теорій міжнародних відносин не пояснює мотивів донорів, тому потрібна синтезована оптика, яка поєднує ліберальні, реалістичні, конструктивістські та критичні підходи з трьома напрямами міжнародної допомоги в їхньому нерозривному взаємозв’язку: гуманітарним, розвитковим, миробудівним (Humanitarian-Development-Peacebuilding (HDP Nexus)). На цьому перетині формується портфельна логіка, що передбачає охоплення всіх трьох компонентів, мінімізуючи ризик ігнорування будь-якого з них. Теоретичний синтез проілюстровано підходами ЄС, Північної Європи, Великої Британії, США та інших донорів: темпи й масштаби підтримки залежать від поєднання географії загроз, політичних циклів, оборонно-промислових спроможностей та обумовленості реформ. У цій моделі миробудування замінено на «мирочутливість», що віддає перевагу програмам, які зміцнюють соціальну гармонію та згуртованість.
Практичним внеском цього дослідження є аналітична матриця «HDP × мотиви донорів», яка систематизує типи нелетальних заходів на перетині чотирьох підходів і трьох напрямів міжнародної допомоги (HDP Nexus). Вона показує, як операціоналізувати заявлені мотиви в результати, спрямовані на позитивні зміни: від правових послуг і прозорих реєстрів до захисту цивільного населення, розвитку людського капіталу, інклюзивних діалогів та локалізації проєктів. Головна умова ефективності — це поєднання невідкладних і структурних заходів на основі довгострокового фінансування, локалізації та прозорого управління.
Також окреслено типові вузькі місця імплементації HDP Nexus у воєнних і післявоєнних умовах, а саме: фрагментацію координації, несумісність бюджетно-правових рамок, різні часові горизонти та брак даних. Запропоновано механізми їх подолання через спільні очікувані результати, уніфіковані підходи до моніторингу, відкриті дані та залучення громад до ухвалення рішень. Отже, це дослідження пропонує cпосіб перетворення різнорідних мотивів донорів на спільні траєкторії стабілізації та відновлення, підвищуючи довіру між донорами й реципієнтами та знижуючи ризики довгострокової залежності від допомоги.
