Дослідження і світові тенденції змін у державних політиках у сфері вищої освіти

Анотація

У статті проаналізовано ключові глобальні тенденції, що впливають на систему вищої освіти, зокрема цифровізацію, використання штучного інтелекту, інтернаціоналізацію, забезпечення безпеки й інклюзивності, а також інтеграцію принципів сталого розвитку. Розглянуто вплив пандемії COVID-19 як визначального каталізатора цифрової трансформації в навчанні та організації освітніх процесів. Досліджено низку викликів, пов’язаних із забезпеченням якості онлайн-навчання. Окрему увагу приділено використанню штучного інтелекту як чинника, що сприяє трансформації освітніх процесів, зокрема через автоматизацію адміністративних функцій або персоналізацію навчальних траєкторій студентів. Штучний інтелект відкриває нові можливості для інтерактивного навчання, створення адаптивних навчальних платформ та аналізу великих масивів освітніх даних, що дає змогу більш ефективно реагувати на сучасні потреби. Водночас це зумовлює виникнення етичних викликів, як-от необхідність запобігання академічним порушенням, пов’язаним із недобросовісним використанням генеративних мовних моделей. Додатково постають правові питання щодо захисту конфіденційності даних студентів і впливу автоматизованих рішень на академічну доброчесність загалом. Інтеграція штучного інтелекту в освітній процес потребує комплексного підходу, що враховує технічні, етичні та правові аспекти. Проаналізовано роль інтернаціоналізації в адаптації освітніх програм до глобальних стандартів і підвищення конкурентоспроможності університетів. Реалізація антикорупційних стратегій, зокрема цифровізація державних послуг і забезпечення правового захисту викривачів, є основними складниками підвищення прозорості та ефективності управління у сфері вищої освіти. Інтеграція інноваційних технологій, міжнародних стандартів та принципів доброчесності сприяє сталому розвитку системи вищої освіти.
